Yes, when they're built right. Code requires infill to reject a 4-inch sphere, which for cable means proper spacing, correct tension, and posts or braces close enough that the cables can't deflect apart. We engineer all three into every system we install.
Not on a properly built system. We use swaged marine-grade fittings and tension each cable to spec, with post spacing designed to hold it. If a cable ever needs re-tensioning down the road, it's a simple, minutes-long adjustment.
It's the fair question to ask about any horizontal infill. Code permits it in Washington residential settings, but if climbability worries you, vertical cable gives you the same open look with nothing to step on, we'll walk you through both in the consult.
